More likely they buy all the defects from the factory for dirt dirt cheap. Possibly even free since then the company doesn’t have to deal with disposal.
It makes good economic sense to reuse faulty condoms +_+ Chinese style.
Once again, the Chinese show us their ingenuity in such matters.
