The latest sex craze to sweep Japan is the sex party, where men pay an entrance fee to attend a private gathering with a number of females in attendance, who usually gain free admittance; at peak hours up to 50 people may be in attendance, with men usually outnumbering women several to one.
Police even recently uncovered an “orgy tour bus” which allowed passengers to travel to regional sex parties as part of a day trip.
Since men pay a fee (typically $150) to attend the 乱交パーティー / Rankou Parties (“promiscuity parties”) and usually organisers provide a number of paid female attendees, police regard the parties as little more than a new form of prostitution, one which they are keen to crack down on – hundreds have been arrested and charged with public indecency.
Police complain that organisers are brazenly touting their venues online, and that “they have practically zero consciousness of the illegality of their actions.”
Despite happily busting these parties at every available opportunity, police are ambivalent: “You have to arrest sex parties as they are underway, so it’s a lot of effort to do so. Frankly, we don’t really want to pursue these too hard for just that reason.”
A sex writer knowledgeable about these matters says that the gatherings differ from traditional prostitution in a key respect: “The guests have no sense of guilt about attending the parties, and even amidst the carnal surroundings of the venue the atmosphere is one of peace.”
He describes a typical venue:
“Guests gather in an apartment or hotel room, and after showering and drinking beer for an hour or so, the action begins. Typically there will be 3-5 women and 10-20 men, and in big parties 40-50 people may attend. Good parties can get as many as a thousand repeat guests, their fame spreading by word of mouth and by their homepage.
Women attendees are generally from 20-50, and aside from nymphomaniacs there are a lot of sex workers. Men usually pay ¥15,000-20,000 to attend for 3 hours or so. The organiser will often pay women guests ¥30,000 to ¥40,000.”
This would mean a party with three ladies might be held for some ¥100,000 (not including rents), and depending on attendance a quite substantial profit could be realised. It is easy to see why they are popular.

It is perfectly legal in Europe and you can normally go on a bukkake party, there might not be a fee or very small one like 20 euros even if you are a guy. It’s just for a fun. How could it be possibly illegal, if it happens in a club where “private” is written on the doors? How can a country where anime were born be such a nuts? Japanese are absolutely opposite people to those in an anime. They should be more liberal. Even when there was a communism in my country, police would do nothing if a bunch of teenagers were swimming or playing with ball near river naked during summer. It is nothing special to see someone(including hot chicks) naked during summer because he/her has forgotten his/her swimsuit. During a summer, some women just do not wear bra or anything, if it is hot. No one would call police even if they saw a couple having sex in a bush in front of a pub. Those scenes are expected to happen after midnight when everyone is drunk.
