A 54-year-old Kochi Prefecture Agricultural Infrastructure division civil servant was caught testing out his new phone in inappropriate ways, photographing high school girls’ panties.
The crime took place in December 2023, when policemen caught him red-handed in the act of sticking his phone camera up a girl’s skirt, trying to record a video. However, it wasn’t until March 25th, 2024, that he was finally officially sentenced to 6 months of suspension from his job, after which the man voluntarily resigned instead.
The man admitted: “I started stealing shots of panties 15 years ago but stopped for about five years, but after changing smartphones to one with a better camera, I thought of using it for taking panty shots.
I don’t even understand why this is a crime. Maybe don’t wear archaic garments that expose you that way if you don’t want them seen? And what you do see is… a glimpse of underwear? Nothing different than swimwear you’d see at a beach? I don’t see what’s so exciting about it.

In the US, upskirt photography is legal in several states. At least in public space because you aren’t entitled to privacy if you wear something that is revealing or a short skirt.
