Then AT-X needs to tell the studio not to censor it or they can just refuse to air it. If it’s a pay network, then they shouldn’t be forced to air censored programs.

Of course, Time Warner could just create a Japanese HBO channel. They can air anime and hit movies uncensored and make billions. Bill Maher might not sell in Japan, but Boardwalk Empire, Big Love and Sex and the City and True Blood would be hits in Japan if they aired as they did in the US.
