This is NOT a “production scribble”, it looks that way on purpose. That drawing is exactly as it should be, because that’s the effect that particular animator is going for.
Believe it or not, there is more than one animation style in anime. This is just one of them.

    The fact that is Bleach is beside the point. I’m just irritated by people going “hurr durr bad animation” when they know jack shit about animation.

    There was nothing wrong with the scene (or the episode in general, which featured some pretty high profile animators), it just looked that way because, guess what, that’s the animation style of the animator that did it. Unless this is all just a (weak) troll, Artefact should get a clue about animation before posting.
