plus that, the region where the nuclear plants were built was not chosen because it is “regularly battered by tsunami”, but because it is a rural and not so well developed area. that place has been economically stagnated for decades before they built those plants. more than that, it is strategically a good place, not so close to the big cities (i.e. Tokyo) but not so far away too (what would demand large investments in energy transmission).
