Wonder how long it would take a real pet to smile after years of imprisonment in a dude’s basement.
If you watched the anime, you will realise that she is NEVER in some dude’s basement. She’s autistic, meaning other than her one interest (art), she’s actually pretty damn incompetent in everything else.
She has no social sense, no common sense, can’t even understand why she should wear underwear and why she shouldn’t eat the food before paying for it.
The dude has to take care of her and keep her out of trouble every single day, all the time. He has to make sure her room is clean, he has to keep her from eating another cake before paying for said cake, he needs to make sure she eats properly, wakes up on time, actually takes care of her hygiene, actually stays dry during the rain, etc. etc. It’s like he is caring for a particularly difficult kitten.

moe can’t be translated, the closest word is likely cute but that does not cover all of moe. It is a single, or mix of, desirable traits.
Looking cute, having a nice personality, having a unique personality or style. Shiina’s quietness and innocence could be considered moe. In anime, the kyoani drawing style is considered moe by some so it is not restricted to people, it could be any trait. Just because it is desirable by the masses does not mean you necessarily have to find it desirable so it is possible to hate moe anime or girls or whatever.

First, moe does not mean cute.
Second, you just don’t define moe. You will intrinsically feel moe (in English: burning hot) upon seeing “it”. By that, moe does not mean hot as in sexy.
Third, moe is your taste. What “it” is, is up to you.
Well, here is how I identify moe:
1. Do I feel all fuzzy?
2. Does she stick in my head for days at end, at the very minimum?
3. Do I feel the urge to hug her spontaneously?
4. Do I feel the need to protect her?
5. Do I want to take her home/meet her parents?
If the character fulfills all five criterias, then I consider her moe.
That is why I said the closest word, I also used desirable in my half ass translation. Considering it can’t be translated it is impossible to completely nail down. I also said it is possible to hate moe which is along the lines of overkill or seeming like they forced desirability at the expense of something else… like plot.
Moe is like love. You can’t describe it, it has to be felt.
If you see someone that elicits a fierce protective response, warm feelings and the desire to take her home, congratulations, you have discovered moe.
