The child's response was "Fuck the police!" and proceeded to steal cop car and kill a police officer with a shotgun to the head. This was of course just in the game, it didn't actually happen.

Actually you can call the police for many problems you wouldn't expect. Getting into locked doors, taking care of problem kids, etc. Their motto is to SERVE and protect. If you simply called the police (and not 911 because it is for emergency calls only) you can ask them to do lots of stuff, and if they don't have any real cases at the time, they will probably do it.

Well, if she beat the sh-t out of him like he deserved, in AmeriKKKa she'd have been arrested and it would have guarunteed he'd go to some kind of state/foster home that'd likely let him play the games (to shut him up) and hang with 'Gangsta' kids, then once he reached a magical age dump him out on the street. So, in a twisted way it makes sense to 'expect' the police to intervene when they'd intervene otherwise.

Except it doesn't. She should have been able to beat the sh-t out of him and take away/throw away/pawn his video game system.
