For once the otaku award for the most accomplished Valentine’s Day devotional display looks to have been granted not to moeblob fans but to JoJo fans – thanks to some almost inedibly gorgeous chocolates, otherwise known as “ita-choco” and a popular culinary spectacle online.
Naturally other characters featured heavily – for those wondering about some of the character choices, a very high proportion of Valentine’s Day chocolate gifts in Japan go to friends and family rather than just darling paramours:

In America, we splurge all our money out on a single day that - will be- forgotten the moment we screw up.
In Japan, women give men chocolate.
Then males have an additional month to repay the favor with White Day.
I may get flamed but this is one of those things I really wish we had in America.
You are not the only one feeling that way. Hell I'm female and think the day is stupid for the amount of money that goes into it. Plus for that 1 day the price of everything remotely Vday related is 25-50% higher
In case anyone has forgotten, Valentine's Day was started as a gimmick for the greeting card/floral/confectionery industry in America. A way for them to have at least 1 day in the year when they can make a lot of money and sell out of some stuff.

As a matter of fact, PPG is quite a popular cartoon in Japan, as well. Why do you think it got its anime version in the first place...? It is a big hit there, perhaps evenmore than it was on continents like South America and Europe. Therefore, yes, it makes total sense for it to get its choco-portion.
