I think part of the problem here is that she's cosplaying, and her face most of all isn't suiting the character in our minds, as well as her hair.
I haven't seen tomoe, so I don't know what she looks like. I agree that the person should look close to what the character looks like, and that's why I usually don't even like cosplay. On the note of the girl herself... I think she had far to much injected in her lips, but that's the only problem. I think her face is beautiful and has a nice shape, I couldn't edit a face or put a bag over it because I can't even look at a body without a face.
