It isn’t and you dont have to use money for anything really. You have IP for that stuff. However, if you want cool skins to seem pro and stuff, then you can purchase them.

I havent even been able to apply since I started playing League and Ive tried to sign up multiple times. I cant think of a time in the past year that it has been open to accepting PBE accounts.
