Its not actually an obsession with a sister, but liking your sister in a sexual or romantic way.
A complex doesn’t have to be sexual or romantic either. It’s a combination of emotions and impulses that have been rejected from awareness but still influence a person’s behavior. An obsession would be the simplest way to put it in my opinion.
