Pedophilia = Preference for prepubescent children.
I've been called a lolicon merely for preferring flat chests. And that label I don't take much issue with. However, pedophile, that's a bit unreasonable.

It does. HOWEVER the translators give the direct translation not the new meaning for other cultures. In short it's been ADOPTED to mean something else to us doesn't man it always will for translators.
Even in Japan, the term doesn't seem to strictly mean prepubescent child and preference for prepubescent child, either. Even a comic made in Japan about the supposed differences, while didn't explain it as aesthetic only, did feature high school students. You can't be a pedophile for high school students, but you can be lolicon for them.
And I'm fairly sure that various adult characters in Japan, such as Gensokyo residents, are frequently referred to as lolis. I've certainly come across it.
I don't think it's very unsaid that フランドール is a ロリ.
I've also come across the phrase 「ロリババ」 which implies that the person is a "loli" and an old lady. So it's totally not a usage unique to our culture.

It's because of how they look in the games. ZUN can't draw, so even Yukari looks 8.
ZUN draws awesome. People need to respect his flat loli characters and keep them that way.:< And I would disagree with "Yukari Yakumo looks 8". She looks youthful, but she doesn't look 8. And she looks older than most Touhou characters.
And isn't that the so called "Western unique" usage of loli to begin with? Young looking instead of actually young? Yukari is very old, and thus, the concept of a "lolibaba" we say is unique to us, is actually a quite prominent concept in Japan.
In fact, Tsukuyomi Komoe and several other young looking adult characters all called lolis throughout anime itself, not just the fanart like this.
Lest we forget all of the time that Touma calls his double agent classmate a "lolicon" for liking their teacher.

No one of the touhou girls was intended to look older than 18-20-ish and most of them are around 15-years-old looking including Reimu, Marisa, Sakuya and so on. And there is of course Remi, Flan etc who are supposed to look like 8-year-olds.
