    "It's ridiculous," said Tran Thi Phuong, 38, a Hanoi insurance agent. "It's absurd."

    "The new proposals are very funny, but many Vietnamese people could become the victim of this joke," said Le Quang Minh, 31, a Hanoi stockbroker. "Many Vietnamese women have small chests. I have many friends who won't meet these criteria."

    It was unclear how the ministry established its size guidelines, and an official there declined to comment.

    The average Vietnamese man is 1.64m (5ft 4in) tall and weighs 55kg (121lb). The average Vietnamese woman is 1.55m tall and weighs 47kg.

    Statistics on average chest size were unavailable.

    The draft, which must be approved by the central government to become law, would also prohibit people from driving motorbikes if they suffer from array of health conditions like enlarged livers or sinusitis. The rules would cover the vast majority of Vietnam's 20m motorbikes. It would not apply to car or truck drivers.

    Motorbikes account for more than 90% of the vehicles on Vietnam's roads, and many workers in the nation of 85 million need them to do their jobs.

    Absolutely. The fact that many people are either malnourished, or genetically small breasted are the victims here... which is their point. If you're too thin, or malnourished, then they'll quickly assume that you're not able to stand rush hours such as this. You might trip your grip then smash unto another motorcycle then voila; broken spines.

    Fun for me. I see this as sexism while they imply that big boobs are naturally more healthy than most of the population in women.
    Why, that's a yes. But I've seen more healthy DFCs in my life.

  4. big boobs more natural and healthy...it makes me lol. How many busty female athletes do you see? not alot. Out of all the people in the world I would say athletes are some of the most physically healthy people out there. Silly Vietnam...

  5. Depends on what we're judging the woman's health to do. Women with larger breasts retain fat better and are thus more likely to survive childbirth.

    However, I can't believe that chest size itself is really that significant compared to general height and weight anyway...certainly I can understand the reasons for the guidelines, but I'm not sure they'll help anything.

    Not many in track and field type sports, but they certainly exist in sports that aren't terribly bouncy, diving comes to mind right off the bat, as does rowing.

    This is the first pic google images found me when searching for "women's rowing team". They're mostly above average, and only one appraches DFC.

    It's all a conpsiracy, obviously the person who created the law is a DFC lover hoping to catch some hitchhikers.

    It's silly to, as they're hardly related.

    Vietnamese bloggers have been poking fun at the plan, envisioning traffic police with tape measures eagerly pulling over female drivers to measure their chests.
