It's true that I've also seen parents let their young children (of up to about 4 years old) run naked around places such as waterparks or beaches. Girl toddlers were also sometimes wearing a bottom but no top, which I find kind of strange, actually.
Why is it strange? You can barely tell the difference between a male toddler and a female, that's why parents set their hairs differently and girls have earrings or some girly thing of the sort (hairpins, etc.).
I was an extremely cute kid back when I was very young, now that I think about it I had some "old" (probably 15, at the time, but I was 4-5) girls giving me candies because I was cute, could they be trying to molest me? :(

Meh, its not really strange, some kids are just odd and like being naked. Yeah, its hard to tell the difference unless they are completely naked, even with hair styles its hard because some girls have boyish hair and vice versa.
Would you really complain if some 15 year old girls were trying to molest you Lilith? I'd allow you a say if they were ugly or fat. If not all i got to say is "nice".
