this confused me a bit too... but I believe (conjecture on my part) that different countries/companies have different standards, or something.
A girl with A-cup here actually has a chest to speak of, while a girl in japan with A-cup has hardly anything at all. my first and second girlfriends (both from different countries) had C-cups.. but there was a very real difference in size.
