I’m not sure if there is anywhere they’re nicely collected, I usually just get them off of niconico. If you're able to search for the song you want, a lot of nicovideos have a DDL in the description, and even for those that don't, you can use this site to rip the mp3:
I don’t know how proficient or comfortable you are with using Japanese sites, but this one’s pretty self explanatory. Copy-paste the nico URL (will be in the format h**p://www.nicovideo.jp/watch/sm#######) into the box at the top that says URL in it and hit the button next to it.
Once you’ve got your results page, look in the middle of the page for the blue link that says/looks like “パソコンへ転送” and save the mp3.

You're a torrent guy, right? I think if you search for the touhou stuff coming from comiket (C75, etc) or Reitaisai (例大祭) you'll land gold.
