Ganguro and simply tanning aren't the same. Ganguro is a Japanese only fetish in which girls try to look like a blonde haired, orange skinned raccoon. Western women who tan aren't trying to look like George Hamilton. They are trying to look brown as if they could be passed off as mulatto. Being black has been popular in many different forms for a long time in the West. This is just another incarnation of the same idiocy.

Whitening creams =/= skin bleaching. More like moisturizers + sunscreen
Cosplayers are pretty much screwed if they're tanned. That's why Yaya Han always looks slightly out of place in some of her cosplays. Take her rendition of Sheryl Nome for example, the dark skin + blonde wig makes her look ganguro. >_> I also pity latinos and black people since there are pratically no dark-skinned people in anime. Canaan, Yoruichi, Anthy and Simon (DURARARA!!) are the only ones I can think of. It's not my fault that 90% of ACG characters look like they've never been outside.
I DO remember seeing non-weaboo Amerifag versions of ganguro. Tanned skin, white lipstick & eyeliner with a bad pout into oncoming flash camera. Think it was in the ugly females thread?

whitening cream includes skin bleaching components.
thats why the "whitening" is thereSkin bleaching has its own set of effective creams and ointments for professional use that you can't market to the public unless under specific labelling
