  7. Interestingly, Japan has a lot of psychiatric 'abnormalities' that seem exclusive to that particular culture. While I'm reluctant to say that it is definitely the case, Japan seems to have underlined most of the panty-stealing incidents and curious used-underwear vending machines. Perhaps it is culturally inspired and somewhat more widespread than other areas?

    Taijin kyofusho (known as hikikomori) has been declared mostly a Japanese phenomenom, as well as koro (penile retraction syndrome) to a certain extent. I suppose vulnerability of the mind manifests in different ways, such as schoolgirl uniform stealing or whatever else.

    They are not moe anywhere in the world. It's girls inside who makes them moe. A school uniform is pretty meaningless on its own. Unless you get turned on just by the sight of shirts and skirts.
