Pardon me for being incredibly dense here, but what is the point of a HCG (Hentai Computer Graphics) Pack? You can't play it like an eroge, you can't read it like a ero-manga and you can't watch it. Its just a couple (hundreds) of minutely different poses in 1 folder and backgrounds in another file.

No, you are absolutely right. There is no point in them for regular eroge since you miss all the good parts.
But they are nice to have if they are from little doujin h games which usually don't have a worthwhile story.
Though there are also some circles who just release the HCG alone, without a game.
People are too lazy to delete really similar ones. With most Eroge you'd only get 1-4 pictures per H scene. The point is just that the art is different. It turns some people on more than just ero manga or hentai anime. Personally, I play the actual H-games rather than just look at HCG.
some (I dare say 'most') HCG contain the naughty scenes... and when you're masturbating, you don't always want to play through the game to get to that *one* scene that gets you going :P
also, the hundreds of images of different poses and costumes can make for some good forum avatar-material.

yeah, but then you have to start up the game, etc... easier just to have a bunch of pictures (odds are you're already perusing other similar pictures on your drive at the same time).
I have a few reasons why I download hcg sets. When I finish an eroge I usually uninstall it and then download the cg set so that I still have the pics to fap to later. Sometimes I download the cg sets before playing the game to see if the game has good h-cg. If I don't want to play or finish a game but still want the cg then I'll download the sets. If a game that I really want to play will probably never get translated or just came out in japanese then I'll download the cg.
Right now I’m angry at HCG's because i did not realize it was the HCG not the game so I thought I finally found the game but then I realised it was the fucking HCG

There's a lot of anime based on eroge... so if you want to see the good bits that the anime didn't cover... or if the original VN isn't available in a language you speak, then CG sets are a good way to go.
I personally didn't have the patience to wait for Koihime Musou to get translated (hurry up Mangagamer!) but that hasn't stopped me from enjoying it's surprisingly non-yuri content.
