don't think so, 3D animation is 3D animation every where i go. i think anime applies more to 2d animation. looks interesting though

i don't think it would work quite as well....i think the closest i've seen of that is idolmaster, although hwo well it would work as a movie is quite uncertain

Well, anything that is animation is technically anime. Which I'm sure you know. Being that Japan uses the term to refer to all animation(and it would appear, prefer "Japanimation" for what we call anime, even though we now despise and mock the term in the West).
First count, yes.
Second count, in the West, the term anime is known to mean any anime that comes from Japan. By this strict, anime is ONLY Japanese created animation and all Japanese animation is anime. This excludes any animation that looks like anime that is created elsewhere such as non-Japanese Asia and the West.
Second count, yes.
Third count, Anime is becoming referred to as that which hold the specific anime style, as in, that which holds enough of the staples of animation that Japan has developed from Osamu Tezuka. Or to be worded differently, Anime has become to be known in the West as Osamu Tezuka animation and drawing art style and all similar mutations of it whether connected to it's influence or not(Precious Moments could fit under anime from this definition). Since there lacks a better term to describe it other than "moe" at the moment.
Under this third, final definition and count, no, it is not an anime.
Personally, I find both the second two definitions that need to be moved on from, and found better definitions for, however.
I'd watch this. You can't deny the Japanese ability to make anything cute.

According to Wikipedia it's an adaption from the manga- except the manga story revolves around Vietnam. This version looks to be about the Iran hostage crisis.
Story: Packy, Botasky and Rats are special operations experts working in a private military company. Every day they are embroiled in combat somewhere around the world. In the first episode, they intend to come to the assistance of a hostage captured by guerrillas demanding the withdrawal of the US Army, but instead become surrounded by a large number of guerrillas.

To put it simply, its anime if it was made by the Japanese for a Japanese audience first and foremost.

The animals match their countries pretty well but we should assume the cats are islamo extremists in this version.

But no, there are quite a few examples of taking anime into the 3d in the right way.
Xenosaga and Star Ocean 3, are for the most part, fail, as far as games are concerned. They had a couple good moments. But they really didn't bring the anime into 3d very well overall.
But yes the are definitely loads of examples where 3d has taken MASSIVE influence from anime. Enough so to be considered one.
Also, since I brought up Star Ocean. Amuri in Star Ocean is a fairly good example of Anime into 3d. And it is an Anime anime, not a game with anime qualities.
And even while I criticize the shortcomings often accompanied by the anime move to 3d, anime style games ftw. Cell shading also seems to help massively.
