I don't think it's an actual character at all. Sometimes they just like to put on the uniform and be done with it. It's just a unifom fetish, that's all.
I understand that photoshop is quite necessary in proffessional looking cosplay, it's just that that C.C.'s was done quite badly. Too obvious. Now 车车's cosplay is very well shooped.
