I'd go after the parents that let thier kids do it first then repermand the company before shuttign it down. But it seems the prudifacation of Japan is not going to be stopped for anything. At least they'll be a bit less hypocritical than other Asian nations that have thriving sex trade of all ages yet are insanely prudish in open society...
This is a a huge business and revenue stream for taxes gov needs not ban it but heavily regulate it. Minmilize nudity and posing then the kids can supplement their own costs of education with this money if they make enough if not they can at least have a better life and gain some general modeling skills they may can make some use of in the real world.
