Around 1996-1998 or so. And I was from 12-15 years of age.
And I was browsing the internet for anime related things with the help of Anime Web Turnpike.
Ended up at a bunch of Japanese language webring sites eventually.

I don't know that much anymore how I discovered it but I think it was when I felt in love with the lolita fashion which is mainly about looking cute like childs but still displaying elegance.

i was 13 and didn't know that real 3d shit was wrong never heard about anything being it wrong i just looked for young girls and sex even some of my friends who were younger checked it,ehm didn't have internet so didn't get many chances and i checked it in some school library where there wasn't any info about the users using it once,but like i said i mostly saw it from friends.
That changed before i got 18 becouse i found out it was illegal,lol living without the internet and not knowing about that it was wrong,it's not like anyone knew it,so no one could tell me.
So only normal porn from then on and 18 was the age when i first started to meet hentai more then before.
Kinda lowered the real 3d normal porn and started checking hentai more and more.Last year i got my own internet.

I only happened to know the real meaning of "loli" and "lolicon" in my college days back around 2006 when i just started to be really addicted to the internet as well as downloading ero doujins (the very first doujins that i've downloaded iirc featured Ilyasviel and Aria from Sister Princess :3) After that, i started to widely open myself to the loli fetish. Then again, if i think carefully, i realized that i've been into younger AMG characters since my highschool days after randomly buying a couple of eroge mini guidebooks (i wasn't even an eroge player that time) and i found that the loli characters in those games were the one that fancy me the most...
Thinking back AGAIN, back when i was still 11, i remembered that i found Hotaru Tomoe as the cutest Sailor Scouts among the whole cast along with one reason; "She's an Elementary Schoolgirl. :3"
Of course, i'm more into 2D lolis...
though i have to admit that when i was 13, i sometimes (actually often) watched the convent elementary schoolgirls who ride the same bus as mine, and somewhat hoping that they'd play "flip-flip" or some naughty wind will blow up their skirts up..And gawdamnit Ayu.. now that's what i call real gothLOLI cosplays..
