ok when i look at the jap pages etc.
all i see is a bunch of 装は微妙にアレンジしてます。....
is there like a program or anything that can make then look lik jap letters?
(ah incase if you dont see wat i see its just tiny boxes with numbers in them....)

Hmmmmm... might the the encoding of your browser... go to "View" ---> "Character Encoding" ---> "More Encodings" ---> "East Asian" ---> "Japanese (Shift_JIS)"... or any other Japanese encoding.
Btw, I think the translation of that sentence is, "The clothing is very peculiarly (lol I can't think of any other word to put here... somebody help?) arranged..."

Basilio is right, the problem can be fixed by properly configuring your encoding settings under "View", and possibly also enabling Japanese language support in your installation of Windows (Regional Settings in Control Panel).
The text you pasted displays to me as the Japanese sentence "I am subtly arranging the clothes/costume/appearance", by the way.

thanks! found out were to go now and stuff :D but now i need the windows xp professional CD-ROM so that they can copy those language files into the pc adn then it should go viola! im able to read japanese letters.

Hot damn, sorry about that horrible translation = ="... haha.
Glad that your problem is fixed though... by doing that, you can also now run Japanese-based unicode programs as well as type in Japanese.

Still, when you go to Control Panel -> Regional and Language Options -> click on the language tab and tick "Install files for East Asian Languages". After that check the third "Advanced tab" and there should be a tickable box for Japanese (I think after the install it should be automatically ticked). This should not only let you see Japanese characters but run non-unicode applications in Japanese, as well as change the system language (and keyboard setup) from the language option in the taskbar.

My laptop came with Vista Business but I never used it, Microsoft offer a free switch to XP Professional. What was mentioned was one thing I would have been interested in, but otherwise I love XP.

@CC: what I meant was all teh languages are installed in Vista by default compared to have to do install it manually with XP. You just have to change the locale after installing. That's all.

nah that didn't work this is wat it says when i did wat you did.
-pleas insert the floppy disk labeled 'Windows XP professional CD-ROM' into drive K: and than click ok
so i need that disk anyway wich is kinda weird -.-

Oops, my mistake, that is meant to happen, the second paragraph of my post was not related to the first paragraph of the post. I had the same problem when following the steps I explained, unfortunately that is the only way to get the language support for the OS itself (I can't remember how to get web support alone) Did you get any driver recovery disks with your laptop/PC? Try them, they might have the language files.
Edit: one of these might enable Japanese for components of the OS, not the entire OS
