Nope. As far as I understand it, they were debating the details of the ban on "simple possession" - that is, of real/3D child pornography. They were unable to come to an agreement on acceptable penalties, I think. As far as how that relates to drawn/animated fictional material, that depends entirely on how "CP" is defined. The Diet previously decided to postpone making any formal decision regarding such material, however, there's no telling what effect increased pressure from the concerned groups (in favor of censorship) could potentially have to change that.
