Actually it is not that hard to get a loli-like look. The main difference to a childs face to the one of a adult are the bigger iris, a small nose, small lips and a more round face. For the eyes you only need a pair of the famous circle lens and a white eyeliner, for the pure look a base made with mineral makeup (its invisible and makes the shading in your face reduced, what makes also your nose smaller) and for the rest, just a healthy weight that makes your face round.
