A lot of different places. It's tougher for Canada.
Just don't buy from Star City Games, unless you have to. Their prices are almost always a bit higher. But, they have a pretty good inventory, since they buy up all the expensive stuff, like duals and fetches.
For Americans, shopping through TCGPlayer.com is usually the best way to get a good price. You can straight up just take a decklist from TappedOut.net or whatever and import it, and the site will search up the lowest prices for everything you need. Some shops on there sell to Canada, but it's a pain to figure out which ones do.
For Canadians like myself, Troll & Toad or Face To Face Games are usually the best.
