I've applied to every movie theater in the area, every fast food place that's hiring, retail, hotels, you name it. I've gone in person and met the managers. Nothing.

Then go to farms. If my friend with very basic English skills managed to get one in Pennsylvania , you should also be able to get one.
I don't know if tech support is a feasible fall back for you.

I agree here having a professional image is very important.
Another is attitude you need to have confidence but don't act like a know it all.
If all else fails he can look into temp work or deliver pizzas.

True the competition even for lousy positions in a big city can be pretty fierce.
I don't understand why a lot of young people think things are going to be so great when they run off to NYC or LA early in their career.

Because I'm an animator and this is where the industry is; I'd never move to Los Angeles just to live here. Ironically, my friend who did just that got a good job in a month.
