I think the suspects are one of two possibilities.
Something related to the occupation of Iraq there's a lot of people there who would love to get revenge for the amount of suffering that went on there or government worker/s who are disgruntled because of a pay cut.

There is also a door there which he looks like he is moving towards. Since the second explosion is at the same building he is at, it seems like a really bad place to detonate one.
