That's in a second strike scenario where presumable most of their missile silos have already been hit so they target populated areas as a big fuck you. Notice the enormous amount of strikes at Minuteman missile silos in the Great Plains area and around Cheyenne Mountain.

I'm also shocked how clueless many are about online privacy or they simply do not care.
