I say Saitama is an alien like Superman and Goku but his powers did not manifest until he was older.
That or maybe like Geno said some sorta mutation happened that unlocked the hidden potential.
Or maybe the whole thing he removed his limiters through something as mundane as exercise is just the author poking fun at the trope of super hero origins.
Though in a way the removal of limiters thing is kinda what happened with Bruce Banner becoming the Hulk though that took gamma rays.Plus the whole One Punch thing sorta lamp shades the fact if superman wanted to he could kill most of the enemies he faces with a single attack.
