As do most Japanese people, so you'd expect it to not be a factor in MGS.

And how often is one of those languages English?
imo, for a lot of native English speakers, the benefits of learning a foreign language aren't worth the time and effort they need to invest. Either you spend years learning some crazy alien language, or you learn an easier language that allows you to communicate with maybe 5% more people than you could communicate with before (most of whom are going to be old or poorly educated).

Around 1/5th-1/4th of them.

You again encounter the problem of being better able to communicate with the least well educated section of the immigrant population. Maybe if you have a maid or own a small business that pays less than minimum wage, there might be some benefit to learning Polack in England or learning Dago in the US, but most people aren't in that situation.
There aren't many French or German speakers in England, and those who do come here are nearly always either exchange students coming here to learn English or very well-educated people who speak better English than a lot of natives.
Our kebabs speak a wide variety of of hairy, halitosis-ridden tongues, and unless you're going to learn several different languages, you'll only ever be able to understand a small amount of what they're plotting. Most people know "allahu akbar" and understand that it means they should duck under the table.

I wonder how many of those several billion bilinguals are Norwegians who speak Swedish, Ukrainians who speak Russian, Huehuehues who speak Ola!, Gujaratis who speak Hindi, etc.?

But there are lots of things you can make yourself better by learning, and many of them are more useful than speaking a second language.
For example, most people would do well to learn how fucking statistics work.

A lot of Indian languages are extremely similar and really blur the line between "language" and "dialect".
If the political situation were different, I'm sure that a lot of English dialects could have been considered separate languages, which would make a lot of British and American people bilingual without really trying. Hell, just about everyone in Scotland and Northern Ireland is bilingual if you take Scots to be a separate language from English (and a lot of linguists do). A lot of people from England would also be considered passively bilingual.
