    It sounds like Palmtop Tiger's threatening to get someone, that the target won't know what hit it, and that no one will know anything. Palmtop Tiger then plans to use the target as a bargaining chip in exchange for some random acts of disruption & chaos.

    I skimmed over it first to see what parts contained the main points & then focused on those parts. It's the effect of probably being bored as well as sometimes getting a kick out of over analyzing stuff even when I don't understand what I'm looking at.
