I think most people would be uncomfortable with someone staring them down and not saying a word but just looking at them.

On the subject of staring. I never stare at people. I might look t them and make eye contact/look at them when talking. I might even glance but never stare. The reason is no one is interesting enough for me to do so. Plus I find it to be rude.

Yes~ I dress the way I do because I like the way it looks on myself. Dressing to make other people like you sounds stupid. I think most women just want to look the best to themselves.

I agree with mere on this. Most people dress a certain way because they
1 have little choice in the matter.
2 because it looks good on them.

Even if it is other women it is still intentionally provocative and a reasonable person should expect to get stared at.
There is a mountain of difference in "dressing up" and "dressing for the bar" when walking around town.

Personal accountability. If you dress in a provocative way you should expect people to stare.
Basically if you dress in a manner that says "undress me with your mind" regardless of intention you should not be surprised when people undress you with their minds.
Note:
Dressing sexy - staring is "fine".
Dressing classy - staring is "bad".
