I don't think anyone would like these proposals in their country outside of Europe. Seriously that is money that could be spent on Koreans. It's not like Korea has infinite money to spare.

Also, racism begins when people of different ethnic groups meet. It's only logical that the US sport much more racism than any other relatively 'closed' asian country may do.
Racism and anti-racism groups are all the rage, and then they start with the policy of 'politically correct' and must always have a black member, an asian member, a white member, etc. Same goes for religions, too. Sometimes I think anti-racist groups are even worse than just racist one.
You beat racism with culture and meritocracy, not pretending to be in a world of equals where everyone has the right to do something just because he's from a specific ethnic group. Sexism is pretty much the same. I hate it when they talk about 'pink percentages', as they call them in Italy. If you're worthy, I couldn't care less if you're white, black, yellow, turian or penis or boobs; when you're worthy, you deserve recognition for what you are. Phew, wait. Most racist people don't actually hate the people, they just hate an abstract idea.
Political correctness is bullshit. It's like when some really-extremist group goes like "Kill all the gays/Jews/anyone who disagrees with me!", PC people go "Well, it's their culture! You can't disagree with their culture!".

It depends on their age, I think. My aunt is a Korean woman in her 50s, and she (along with her family) still at least dislikes the Japanese, while all the Korean kids at my school are perfectly fine with them.
