It's the development cycle more than the sales they're concerned with. Activision can pump out a COD every year and blow the competition away in sales, Square Enix's Final Fantasy does the same thing in it's genre, except that instead of it being every year it's closer to every 3 or 4 years. Japanese developers might be reasoning that if they increase the frequency of their big releases, they could double their sales margins for each generation.
However this is a risky move. The last thing we need is more copy/paste FPS template games on the market. I'd much rather put up with a lengthy wait for a game I know is going to be worth it, like anything by Team ICO, then have them pump out exactly the same game every year with a slightly different skin.
The few western developers who are actually respected by gamers are the ones who DON'T rush games out every 10 months just to take up shelf space. Studios like Naughty Dog, Rocksteady, Bethesda or Bioware who take their time with games, rather than attempting a cheap smash - and - grab.
It'd be a really low point for gaming if the best franchises like Final Fantasy, Metal Gear Solid or Gran Turismo started getting rushed releases every single year just for the sake of making more money.
