Black Sleeves of Japanese officer workers

    Why do I sometimes see Japanese male bureaucrats/office workers wearing black sleeves like these: http://i.imgur.com/QHry9.jpg

    Are they cold? To protect their shirt from ink?

    If I remember correctly, they are for the purposes of protecting the sleeves, as you mentioned, as well as protecting the surface to which they are working on...

    These were worn also during the 1800's, as the sleeves were long and baggy, which would get caught on the printing presses...

    You also see them being worn by the old time newspaper editors, wearing them as well the black visors.

    The name escapes me on what they are actually called though...

    ~ and isn't this a request? or an actual discussion?

  4. Not only in Japan, during my visit in china and the Philippines I saw a lot of people wearing those sleeves.
    Not only office workers, but people who might end up ruining their sleeves in general, roadworkers etc.

    This is true...

    There are also those arm-bands or clips, which are not complete/partial black sleeves, that hold up the sleeves as well..

    They're adaptive to all different kinds of scenarios, uses, and are not limited to office workers.
