      I think it will not be very effectively already. Because heroin (and the like) for a long time (since middle 00s) is not popular. Now there are smoking blends, spice, tablets. Compared to 90 drug situation is better. A sexual act came in the first place of the causes of HIV.

      It will be a lot more effective than not having it. Also, every drug can be injected(and will be as it can feel seriously awesome).

      The World Cup 2018 will be in good big cities. There ara no a lot of street peoples there. I think it will be like The Universiade in Kazan 2013. Also in russian cities there are no areas where you can not walking.

      As we see cost of one disposable syringe is 6 or 8 rubles. And $1 is 60-70 rubles. Omg, it's super cheap. If they do not want buy more of this then why they must go to a needle exchange center? They are lazy. And else one thing, yep, almost all (or all) syringes since 00s are disposable.
