It seems if something makes for an interesting story,carries the risk of making people think for themselves, or holds hope China will either ban it or bastardized it in some manner.

This is old, but I'm gonna post anyways XD
Well, they didn't ban "time travel" so much as TV shows about time travel.
There's been a lot of Mainland dramas (miniseries) about people from the present who travel back in time, and they're aimed towards teens so they tend to be grossly historically inaccurate. They portray historic heroes as silly, bad people, or stupid. But they're really funny and popular among the young crowd, so it sells. The government doesn't want Chinese history to be pictured like that, so they forbade any more of these time traveling themes.I watched a couple of those series they were talking about, and I really liked them. XD They were really cute.
So anyways in conclusion, that's why they banned them. Not that I support it, but it's a mite less ridiculous than it's made out to be.
