yes it can, but if it gets too realistic it ceases to be manga and becomes portrait, and weird. Tho it can be done right
I sure hope these aren't examples of how it's done right.

those are more like the in between line, a bit passed right, but not too deep into it. I like them, but I dont think they would work beyond a single image
I can only think of either vagabond or real. Maybe Gantz but the screentones make it look unnatural.

I actually think that manga doesn't have to look like traditional manga to be manga. I think manga only has to be a "comic book" from Japan.
Personally I think "manga" as a form of comic art shows this uniqueness due to the fact that Japanese and Western esthetic differs...
The base of art is always the sense for esthetics of the artist - which most of the time is affected by the sense for esthetics of his/her whole nation/ethnic group...
Whatever art style a comic artist prefers if his/her sense for esthetics is the same or similar to that of Japanese it's going to show up in his/her art...Viewers who already gained experience with the several forms of comic art will be reminded of Japanese comics due to this similarity...
So to answer the opening question:
Manga looks however the artist wishes it to look like - what form of comic art it reminds the viewer is decided by the ruling esthetics ( and in some cases also technique )...
Ana's post reflects my views on this perfectly. I think I'm going to bookmark it so I can cite the explanation when I talk about this with other people.
