Hmm, dunno, I always thought loli was defined by physical characteristics rather than "legal" age or even mentality. Since late teens are physically similar to young adults, don't think they're loli.

Everybody likes using the word "loli" because it sounds catchy.
No one actually agrees on what it is supposed to mean.
Further, some characters are just incoherent.
Example: Mint Blancmange.
She's worldly, profit-minded, business-like, and very upper-class. The script writers make her act like a responsible adult.
Her voice actress sounds like she's 30 or so.
Her character is supposed to be 12.
Bull.
There is no way a 12-year-old would act like Mint Blancmange.
