I just realized this bill will kill Doujinshi since all Doujinshi have to be approved before being sold on the street.
What about the manga, anime, and games that's in stores right now. The Tokyo government will have to check hundreds of millions of manga, anime and games. How are they suppose to do that.
Tax payers money going to some good work there.

Isn't the term "underage lolicon" an oxymoron? That's what I've always thought, anyway.
If you really are underage, you shouldn't be here in the first place. Or at least keep quiet and not flaunt your jailbait status like some sort of prestige class.

The bill only applies to Tokyo it has no power outside of the prefecture.

Underage is inclusive of everyone under the legal age of majority.
Lolicon, is a person devoted to liking lolis.A lolicon can be 17 and underage, whereas a loli is generally considered by most to be no older than a preteen.
Thus it is possible to be a 17 year old lolicon and under age, and not even close to being a loli.

But then you consider how much of manga and anime comes FROM that pink spot, and ends up in the rest of Japan.
