    i definitely don't think they encourage individuality. but they don't force students to conform either. they are just indifferent.

    too much regulation for anything to happen anyway.

    Because traditional norms and values such as fine-line social hierarchy and the corresponding formalities are very important in Japan, I don't see why schools should tell students to challenge them. I'm sure the Japanese have just as much individuality as any other developed nation and are certainly no sheep that accept everything without questioning it though.
