If you are interested in mecha, then Super Robot Wars is definitely a candidate. SRPG with robots from lots of different series. One of my favorite game series out there. Only ones in english are the OG series for the GBA and there's a fan translated one(Alpha Gaiden) for the PSX. Both can be got with emulators if needed.
Oh, and one more game, Magical Battle Arena, a doujinsoft game with a bunch of magical girls duking it out.
Oh, I've been recommending games, rather than recommend characters for a fictional "what if" game. Well then, I nominate Nanoha Takamachi to be in the game.
EDIT: Changed the MBA link 'cause this one's just easier to run. No installation.

That would be the perfect one wouldn't it? Sadly just having over 20 characters would mean allot of trouble getting everything balanced!

I just posted stuff from my collection by checking my shelves well aside from things like tun a index and hayate. In short non licensed or shit i don't own. Which was what 5-10 items at MOST.

Meh then it's a challenge. See if you try and balance em then they will probably lose some of their charm. For instance what if you're a fan of the weak guy who wins against impossible odds if he's even to say a god unit in power then you rob him of what made him special while if you like a god unit but he's been so toned down that he lacks the god power that made him badass and then what about aguy who;s moderately powerful but gets either buffed or nerfed.
In nshor to stay true to the character an unbalanced game is better unles you're saying osaka with knives could easily win against tecnhi.

Sure create that game then see how many that chooses their favourite character (assuming it's one of the underpowered ones) over one that is overpowered.
Most people will favour the overpowered ones since they are stronger. Why else would pretty much all fighting games have character tiers?
Fact: Having a selection of powerful characters and the other being cannonfodder does not make a good game.
