    Yes. Unfortunately they have difficulty understanding these concepts, so they're bound to slip up once or twice. It's like when Austria and Germany decided to become liberal democracies and banned swastikas and Holocaust denial; they just have a hard time getting their heads around this "free speech" thing that is so alien to their cultures.
