I had this thought a while ago. I dislike hentai for it's silliness though that doesn't stop me from watching it. But I think it would be better if hentai is more like anime with a decent story and stuff but when the time comes then these anime couples can have sex. Right now hentai is just something that throws sex at you at every possible moment. It's annoying.

i'd make a title with a simple plot sex scenes will be reserved for the characters that becum romantically involved might throw in some tentacle action just for lulz something that cumbines hard core action scenes like explosions and stuff with hot sweaty love makin' something that doesn't have the characters fucking one another scene-by-scene or something ill think it over some more since i was thinking of writing an eroge fanfic at some point

First off, I don't think the OP has actually watched that many hentai OVA, or has been limiting viewing to NA released stuff. There are a lot that only have 1-2 H-scenes over the course of 30min. I'm not willing to commit to any number, but it's definitely not trivial.
As for what I would change about hentai as a whole, I'd prefer more focus on 1on1 relationships and less harem. The problem with harem is that it kills any kind of plot and character development. I'd rather one guy have sex with one girl three times in three situations and each one builds upon the next rather than one guy have sex with three girls without any correlation.
But hentai is your basic porno, therefor they will have no plot just sex. Although depending on the studio and who wrote the story you can get a decent story line like in Stringendo (If that's even spelled right). You could read a fanfiction but animation is just better and way less work.
If I could change it I would remove censors and put some better quality in it. Less Harems and more guys. Yes, more men I'm tired of having some guy bang this pretty girl and you can't even see his face. Or he has generic hair that covers his face so he looks like a background character. Finally make the women more independent.

And even then some of the older releases. One for instance that has more than any american one and was released here Moonlight Lady. Or how about Fobia and then Bible Black and so on. I know of MANY even semi older series that have even a basic plot. While american porno meh they fail HADR at even setting up the most basic of premises.

From those i've asked. Laziness is the big factor...
I'd have more varieties in character design and costumes and less episodes of "guy has sex with 5 random girls". While I'd like the series to be be focused on the sexual content (the bulk of the screen time should be some sort of sexual activity or nudity), the same girl in different situations and with different clothing can be a lot better than stringing together random scenes like Ane to Boin.

I shall NOT go into a lengthy historical context of what I watched through the years concerning Hentai.
However, what I WOULD change in Hentai is the following:
1. un-censor it.
I think that should be more than enough change for Hentai.
Face it, it allot better than real porn (at times) and yes, - (before anyone says anything) - I have seen more of my share of it.
However, I found that Hentai is allot more story based, more interesting, more artistic, it has better camera angels, positions, and the music is allot better than that 70's disco crapola that seems to remain in the background of the real porn.
Let's not forget the multitude of various scenarios that are hardly (touched) by the porn industry besides ~ "the basics".
I am very aware that fetishes abound also, but it seems that Hentai can actually ~ *lure you* ~ into watching it (at least) once, because of curiosity.
But, this is just my take/opinion on Hentai and what I would change.
