Japan is a culture of absorbing culture. They see s♥♥t they like and make it their own.
A Japanese friend told me something like, Japan adopts many special holidays from all kinds of cultures and religions. They love festivals and celebratory stuff, and they don’t get offended.
It’s amusingly ironic that other countries are freely enjoying Halloween whilst the West is busy raging over costumes being “cultural appropriation”.

It’s spreading all over europe as well.
People just seem to like the event.
And why not? No reason needed to have fun. ;D
Same reason they celebrate Christmas, the spread and assimilation of western culture in Japan.
