The Author called her Holo, but has admitted they know little about english and both Horo and Holo are acceptable.
The author of the Light novels calls the character Holo, the merchanise calls her Holo too. It's just a few people on the internet that love to pretend to be Japanese saying Horo.

My personal favorite Holo cosplay.
Makes more sense to me anyway since Spice & Wolf doesn't take place in Japan, but rather a fantasy European-style world. So a Japanese woman cosplaying Holo, while gorgeous with beautiful photography, doesn't make as much sense as a European woman.
