To answer your question, I seriously cannot tell because cosmetic effects is very advanced nowadays with those realistic looking wigs, colored contact lens etc. But from my observation of the skin on her arms, I'd say she could be a Gaijin. Just a guess though.

I've explained this in past cosplaying articles but guess there is a need again.
If you look into a mirror while standing outdoor, you'd be shocked by how "pale" one can look as opposed to being indoors. So practically everyone can be "ugly" when exposed to the ray of the sun, unless you were wearing thick makeups.
